Dublin<\/p>\n\n\n\n<p>August 2020<\/p>\n\n\n\n<p>This is a living\ndocument and may be reviewed and amended to take into account new guidance from\n<a href=\"http:\/\/www.gov.ie\/\">www.Gov.ie<\/a>,\n<a href=\"http:\/\/www.dbei.ie\/\">www.dbei.ie <\/a>, <a href=\"http:\/\/www.hse.ie\/\">www.hse.ie<\/a>,\n<a href=\"http:\/\/www.hpsc.ie\/\">www.hpsc.ie<\/a>,\n<a href=\"http:\/\/www.hsa.ie\/\">www.hsa.ie<\/a>;\n<a href=\"http:\/\/www.education.ie\/\">www.education.ie\n<\/a>&nbsp;or agreements with education partners as appropriate for primary and\nspecial schools.<br><\/p>\n\n\n\n<h1 class=\"wp-block-heading\">1&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;\nIntroduction<\/h1>\n\n\n\n<h1 class=\"wp-block-heading\">&nbsp;<\/h1>\n\n\n\n<p>The\nBoard of Management acknowledges the difficulties involved in the opening of\nthe school and wishes to reassure the school community that every effort is\nbeing made to make this process as safe as possible. The reopening is\nunderpinned by the following considerations:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Safety will be the first consideration\nat all times. This may mean that education will be challenging at times.<\/li><li>Measures will be very restrictive in the\nbeginning but the wish is that new procedures, that will lead to a more enriching\nenvironment for everyone, will be introduced over time when it is safe to do so.<\/li><li>These measures will only be as strong as\nthe weakest adherence to them. Parents, children and staff are all in a large\ncommunity together and the safety of each individual will very much depend on the\nactions of each member of this community. Behaviour outside of school will\nimpact the health of others when in school. Now, more than ever, we will be\ndepending on each other.<\/li><li>The community will come before the\nindividual, measures that are introduced may not be to everyone\u2019s taste but,\nsince they are underpinned by the common good, no deviation from them will be\nallowed. Non-adherence will be considered a disciplinary issue and will be\nreferred immediately to the Board of Management.<\/li><\/ul>\n\n\n\n<p>This\nCovid 19 Response Plan has been developed in line with public health advice\nissued by the Health Protection Surveillance Centre (HPSC) and in compliance\nwith the \u201cReturn to Work Safely Protocols\u201d developed by the Department of\nBusiness, Enterprise and Innovation and the Department of Health with guidance\ndocuments provided by the Health and Safety Authority (HSA). <\/p>\n\n\n\n<p>It\nis the intention of The Board of Management of St Oliver Plunkett National School,\nin accordance with all relevant guidelines, to identify the steps that will be\ntaken to minimise the risk of the introduction of COVID-19 into St Oliver\nPlunkett NS. It is, however, recognized that no interpersonal activity is\nwithout risk of transmission of infection at any time.<\/p>\n\n\n\n<p>In\naddition to being a place of learning, St Oliver Plunkett NS is also place of\nwork. The purpose of this document is to provide clear and helpful guidance for\nthe prevention, early detection, and control of COVID-19 in school. This\ndocument provides key messages to minimise the risk of COVID-19 for staff,\npupils, families and the wider community while recognising the importance of\neducation for the health and wellbeing of pupils and society as a whole.<\/p>\n\n\n\n<p>Planning and Preparing for &nbsp;a Return to\nSchool<\/p>\n\n\n\n<p>Before\nreopening schools for the 2020\/21 school year, the management of St Oliver\nPlunkett NS will have:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>planned to keep up to date with public\nhealth advice, changes to any Government plans for the safe reopening of\nsociety and Department of Education updates.<ul><li>planned to pass on this information in a\ntimely manner to staff, pupils, parents and others as required.<\/li><\/ul><ul><li>ensured that staff have reviewed the\ntraining materials provided by the Department of Education <\/li><\/ul><ul><li>provided staff with access to the Return\nto Work (RTW) form<\/li><\/ul><ul><li>identified a Lead Worker representative <\/li><\/ul><\/li><\/ul>\n\n\n\n<p>We have\ndecided on a team instead of one individual. This Covid Team will consist of\nthe Principal, Deputy Principal and Teacher Representative on the Board of\nManagement. (Angela, Alison and Julie). An SNA will also be selected for this\nteam.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>displayed\nposters and other signage to prevent introduction and spread of COVID-19 <ul><li>made\nthe necessary changes to the school and classroom layout to support the\nredesign of classrooms to support physical distancing. <\/li><\/ul><ul><li>organised for the removal of unnecessary\nclutter to facilitate ongoing cleaning of the school considering the importance\nof having educational materials to create a stimulating learning environment. <\/li><\/ul><ul><li>updated the health and safety risk\nassessment <\/li><\/ul><ul><li>made necessary arrangements to limit\naccess to the school to necessary visitors and maintain records of contacts to\nthe school <\/li><\/ul><ul><li>provided induction training. <\/li><\/ul><\/li><\/ul>\n\n\n\n<p><strong>School profile<\/strong><\/p>\n\n\n\n<p>63\npupils (33 new)<\/p>\n\n\n\n<p>7\nmainstream class teachers<\/p>\n\n\n\n<p>1\nadministrative principal<\/p>\n\n\n\n<p>5\nSNAs<\/p>\n\n\n\n<p>1\nCaretaker <\/p>\n\n\n\n<p>1Secretary<\/p>\n\n\n\n<p>1\ncleaning company (now 3 hours per day and a commitment that, as far as is\npossible, the same staff will clean the school every day) <\/p>\n\n\n\n<p>For\nthe purposes of this document the \u201cold\u201d part of the school is Rooms 2 to 5\ninclusive and the \u201cnew\u201d part is Room 6, 7, the staff room, library and hall.\nRoom 1 and the secretary\u2019s office are in the \u201cextension\u201d<\/p>\n\n\n\n<p>Classes\nvary in size from 46 sq. metres (Room 3) to 63 sq. metres (Room 7)<\/p>\n\n\n\n<p>There\nare toilets in rooms 1, 6 and 7. There are sinks in all of the classrooms.\nThere are two toilet blocks with 3 cubicles each on the old corridor and 2\nindividual toilets located in the hall.<\/p>\n\n\n\n<p><strong>Additional challenges<\/strong><\/p>\n\n\n\n<p>There\nis no on-site parking for parents\/guardians and very limited and cramped\nparking for staff. This parking blocks the gate at times.<\/p>\n\n\n\n<p>There\nis no room for parents who bring their children to school to gather safely\noutside the school.<\/p>\n\n\n\n<p>There\nare no dedicated toilets for all classrooms<\/p>\n\n\n\n<p>There\nis no outside access door in each classroom<\/p>\n\n\n\n<p>The\nstaffroom\/kitchen is very small.<\/p>\n\n\n\n<p>The\nmajority of the children travel to school on 4 different bus\/taxi routes. The\nguidelines around safety on school transport is not at all reassuring at this\ntime. This is one of our biggest challenges and the safety of our bus escorts\nis a priority. Each escort will be provided with PPE and we have decided that children will be\nobliged to wear masks on the school buses and are watching daily developments\non this.<\/p>\n\n\n\n<p>Children will be anxious, parents will be\nanxious and staff will be too. <\/p>\n\n\n\n<p>Because of the volatility of the national\nsituation, the school will need to prepare for shutdown as soon as it opens.<\/p>\n\n\n\n<p><strong>Assumptions<\/strong><\/p>\n\n\n\n<p>School\nwill re-open for all NEW pupils on Monday, August 31<sup>st<\/sup>, 2020. The\nschool will open for all pupils on Tuesday, September 1<sup>st<\/sup>. Both of these\ndays will be \u00bd days. Normal school hours will resume on Wednesday, September 2<sup>nd<\/sup>,\n2020. From September 2<sup>nd<\/sup> school will open at 9.00 and close at 2.40.<\/p>\n\n\n\n<p><strong>The School Day<\/strong><\/p>\n\n\n\n<p><strong>Arrival\/Entry into the building<\/strong><\/p>\n\n\n\n<p>At the moment the\nofficial position is to fill the buses as normal with no allowance for social\ndistancing. Obviously, this could\/will change.<\/p>\n\n\n\n<p>Bus Escorts have an issue with one bus company as bus hygiene and\ncleanliness leave a lot to be desired. This is an ongoing issue. The principal has spoken to the school bus\ninspector about it. The bus company in question have been reminded of their\nresponsibilities and if these is an issue in September, the inspector will be\ncontacted and he will inspect the bus. We will advise parents that the bus may\nnot be up to standard.<\/p>\n\n\n\n<p>It\nwill not be possible for parents\/guardians to come on to the school grounds or\ninto the school building at any time of the day.<\/p>\n\n\n\n<p>Children,\nor parents, were never allowed onto the school grounds before 9.00 and this\nwill remain the case. On no account will anyone be allowed to congregate\noutside the gates.<\/p>\n\n\n\n<p>All\nstaff will need to be on the premises <strong>no\nlater <\/strong>than 8.50. This will be essential to ensure safe entry of all\nchildren. Parents are asked to wait at a safe distance outside the school,\npreferably by parking safely and walking their child to the pavement outside.\nSocial distancing will be essential at this point. <strong>No parking will be allowed close to the entry to the lane and this will\nbe strictly enforced. This is to ensure that there is an open space to allow\nchildren to enter safely.&nbsp; There will be\nno parking before the gate on either side.<\/strong><\/p>\n\n\n\n<p>The\nprincipal and SNAs will meet the children (one by one) and direct them safely\nto their designated line where their teacher will be waiting. These lines will\nbe stencilled onto the tarmac in line with social distancing. Teachers will\nwait at the head of the line.<\/p>\n\n\n\n<p>Children\nwill start to be admitted from 9.00am. It is envisaged that this will be very\nslow at the beginning as it will be important to get it right and because the\nnew children will need extra time. Lines will be clearly marked with \u201cfeet\u201d\nstencils and room number. <\/p>\n\n\n\n<p>Temperatures\nwill not be taken every day but an infrared thermometer has been purchased for\nuse in school.<\/p>\n\n\n\n<p>Children\nwill be brought into the building through the designated doors. They will\nsanitize their hands before they enter the building.<\/p>\n\n\n\n<p>All\nstaff will wear masks and\/or visors. These are, however, useless unless used\nproperly.<\/p>\n\n\n\n<p>Very confused national messaging is coming\nthrough on children wearing masks. At the moment, they are not mandatory for\nour students but can be worn if parents feel that it is safer. Your child will\nneed to be educated in the proper use of a mask, and you will need to provide\nthem. We will have a small store of child-sized masks.<\/p>\n\n\n\n<p>In\nadvance of the school reopening, the Principal, Deputy Principal and chairperson\nof the BOM will meet with the parents of the children in a Zoom meeting. This\ndocument will be available on the school, website from Wednesday, August 26<sup>th<\/sup>.<\/p>\n\n\n\n<p>Children\nwill enter the building in the following manner:<\/p>\n\n\n\n<p>Rooms\n1 and 2 will enter through the main door<\/p>\n\n\n\n<p>Rooms\n3 and 4 will enter through the Red Door.<\/p>\n\n\n\n<p>Room\n5 will enter through the yard door.<\/p>\n\n\n\n<p>Room\n6 will enter through their fire door<\/p>\n\n\n\n<p>Room\n7 will enter through their fire door.<\/p>\n\n\n\n<p>The\nchildren will sanitise their hands before entering the building.<\/p>\n\n\n\n<p><strong>Physical Distancing<\/strong><\/p>\n\n\n\n<p>Physical\ndistancing can be usefully applied in primary settings allowing for some\nflexibility when needed. It must be applied in a practical way.<\/p>\n\n\n\n<p>A clear area around the teacher and SNA desk\nwill be marked to ensure that a 2 m area of social distancing is maintained.\nChildren will not cross this area unless they are invited to do so.<\/p>\n\n\n\n<p>Maintaining\nphysical distancing in the school environment is recommended as one of the key\ncontrol measures to minimize the risk of the introduction and spread of\nCOVID-19<\/p>\n\n\n\n<p>The\nDES guidelines recognise that a common-sense approach is needed in our Primary\nschools. To that end, every effort will be made to limit interactions within\nclassrooms, to limit contact between class groups and to limit the sharing of\ncommon facilities. <\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Staff\nwill maintain a minimum of 1m distance and where possible 2m. They will also\ntake measures to avoid close contact at face to face level such as remaining\nstanding rather than sitting beside\/crouching down.<\/h3>\n\n\n\n<p>Each\nclass in St Oliver Plunkett has 9 pupils, a teacher and, in 5 classrooms, an\nSNA. The children and their teacher and SNA constitute a \u201cBubble\u201d. A Bubble is\na grouping which stays apart from other classes as much as possible. The aim of\nthe system within the school is that Bubbles stay together from arrival at\nschool in the morning until the children go home at the end of the day. <\/p>\n\n\n\n<p>It\nis a requirement from the DOES that all unnecessary clutter and furniture is\nremoved from classrooms to facilitate as much distancing as is possible.<\/p>\n\n\n\n<p>Children\nwill be distanced from each other by at least 1 metre (2 if possible in the\nsize of the room) and the nearest child will be 2 metres from the teacher. <\/p>\n\n\n\n<p>Perspex\nscreens have been provided for all staff.<\/p>\n\n\n\n<p><strong>Doors\nand windows<\/strong><\/p>\n\n\n\n<p>Where practical, all\ninternal doors will be left open to minimize hand contact with common surfaces.\nDoors will be opened before the children enter the building and sanitised after\nthey are in. Doors will be open during the day to ensure that classrooms are\nwell ventilated, Windows will also be kept open as often as possible, and will\nbe opened while children are taking breaks in the playground. All windows will\nbe opened at the end of the day for a period of several hours regardless of the\nweather.<\/p>\n\n\n\n<p><strong>Cloakrooms\nand toilets and handwashing<\/strong><\/p>\n\n\n\n<p>Specific toilets have been assigned to each Bubble. Rooms 1, 6 and 7\nhave toilets in the class. Whichever toilets are being used, only one child\nwill be in each toilet at a time and children will not be allowed to wait\noutside these toilets. The outer door will be propped open to minimize hand\ncontact. Children will learn how to sanitize the door handles and the flush\nhandle after using the toilet. <\/p>\n\n\n\n<p>Room 2 will use the upper toilets on the old corridor. The middle\ncubicle will be locked. The children will not be allowed to wait in the toilet\narea or in the corridor. <\/p>\n\n\n\n<p>Room 4 will use the toilet block at the end of the old corridor. The\nchildren will not be allowed to wait in the toilet or in the corridor.<\/p>\n\n\n\n<p>Room 5 will use the main staff toilet by the staffroom.<\/p>\n\n\n\n<p>The hall toilets will become the staff toilets<\/p>\n\n\n\n<p>Whatever option is chosen, individual hygiene in these toilets will be\nabsolutely critical.<\/p>\n\n\n\n<p>Additional soap dispensers have been installed in the classrooms. Hot\nwater was not deemed to be necessary but it is something we will be considering\nbefore the winter months.<\/p>\n\n\n\n<p><strong>Handwashing<\/strong><\/p>\n\n\n\n<p>There will be 6 formal handwashing times every day*<\/p>\n\n\n\n<p>1 when children enter the class (they will have sanitised but will need\nto handwash too)*<\/p>\n\n\n\n<p>2 Before eating at little break*<\/p>\n\n\n\n<p>3 After little break*<\/p>\n\n\n\n<p>4 Before eating at big break*<\/p>\n\n\n\n<p>5 After eating at big break*<\/p>\n\n\n\n<p>7 After using the toilet.<\/p>\n\n\n\n<p>8 When hands are dirty<\/p>\n\n\n\n<p>9 Before going home *<\/p>\n\n\n\n<p>The Covid team will monitor this by checking in with classes in the\nearly days.<\/p>\n\n\n\n<p>A\nformal record of this process will be kept until it becomes a habit.<\/p>\n\n\n\n<p>Parents\nmay wish to send their own sanitiser in for their child. This will be allowed\nbut this sanitiser must be in a spill proof bottle and must not be shared with\nother children. <\/p>\n\n\n\n<p><strong>Breaktimes<\/strong><\/p>\n\n\n\n<p>The\nDES guidelines state that the risk of transmission from contact with outside\nsurfaces or play areas is low.<\/p>\n\n\n\n<p>There will be 2 \u201cbig\u201d and 2 \u201clittle\u201d breaks\nin September, small break 1 will be from 10.50 to 11.00 (children eat from 10\n35 -10 45) and small break 2 will be from 11.05 to 11.15 (children will eat\nfrom 10 50 to 11.00). Big break 1 will be from 12.30 to 1.00 and break 2 from\n1.05 to 1.35. Rooms 1, 3 5 and 7 will go out together and Rooms 2, 4 and 6. This\nis to facilitate lining up in that yard. These can be rotated (i.e. the classes\ncan go out on early break for a while and then go out on later break) but the\nclasses groupings will not be changing. It will be important to keep this manageable\nand we can tweak it over time. The children will not mix on yard as each Bubble\nwill have an area in the yard and that area will be rotated every few weeks. The\nchildren will go out and back in to class through the doors that they entered\nthe school except for rooms 4 and 5 who will return through the yard door.<\/p>\n\n\n\n<p>In September there will be no equipment of\nany kind in the yard but it is envisaged that, once the children are used to\ntheir very new routines, we could slowly introduce a sanitizing system so that\nsome equipment, such as footballs, could be used.<\/p>\n\n\n\n<p>The playground will be used (on a rota and by\none Bubble only) on Tuesdays and Fridays. This is to allow the equipment time\nto self-sanitize as cleaning it properly would be impossible. <\/p>\n\n\n\n<p>On very wet days SNAs can supervise a maximum\nof five rooms at breaktime, and could keep an eye on one class next door if\nneeded. The class can be left 100% seated with a movie only and the door open. Children\nwill be going outside unless the weather is truly awful.<\/p>\n\n\n\n<p><strong>Lunches<\/strong><\/p>\n\n\n\n<p>Parents\nmust make sure that children bring their lunches to school as they will not be\nallowed to drop them in during the school day.&nbsp;\nChildren will not be allowed to share their food or drinks with other\nchildren. Children will eat their lunches at their desks, as per our usual\npractice. They will be encouraged to eat directly from their lunchbox rather\nthan placing items on the table.<\/p>\n\n\n\n<p>Parents\nwill be encouraged to sanitise the lunchbox each evening.<\/p>\n\n\n\n<p><strong>Books, copies, pencils etc<\/strong><\/p>\n\n\n\n<p>Children\nwill not bring these to school as they will be in the classroom for them and\nall items will be kept separate in baskets or cubicles.<\/p>\n\n\n\n<p>Pupils will be\nencouraged to avoid behaviours that involve hand to mouth contact (putting\npens\/pencils in the mouth).<\/p>\n\n\n\n<p><strong>Uniforms\/Tracksuits<\/strong><\/p>\n\n\n\n<p>There\nis no guidance or advice to say that school uniforms or tracksuits should be\nwashed every day and this may not be practical for most families. However,\nparents will be asked to ensure that uniforms are washed more often than usual\nand if they are not dry there will be no issue if they wear ordinary clothes to\nschool.<\/p>\n\n\n\n<p>We\nwill request that children have a set of waterproof clothing that they leave in\nschool since they will be going out every day unless the weather is extreme.<\/p>\n\n\n\n<p>Parents\nhave been requested to provide warm clothes for their children since the school\nwill be a lot cooler than normal.<\/p>\n\n\n\n<p>Parents\nwill be advised that school clothes should be taken off straight after the\nchild arrives home from school for the day. They should not be worn for after-school\nfacilities, shops, during after-school activities, etc.<\/p>\n\n\n\n<p>It is not envisaged that the children will be\nable to hang their coats near each other so some of them will need to be kept\non the back of the chairs until we get around to sorting more hooks. Coats will\nstay in the classrooms.<\/p>\n\n\n\n<p>Parents will be encouraged to send in shoes\nwith no laces, lunchboxes and flasks that can be opened by the child and coats\nthat are easy to tie.<\/p>\n\n\n\n<p><strong>Curriculum<\/strong><\/p>\n\n\n\n<p>As\na staff, we are very aware that the children have been away from school since\nMarch 12<sup>th<\/sup>. Half of our children are new to our school. School\nhabits have been lost and a new, strict routine will be very tiring and\nchallenging after being at home for months. We appreciate the time and effort\nthat went into home learning, and we recognise the challenges that it presented\nfor all families but we are also aware that the task of settling the children\ninto school cannot be underestimated. A large amount of patience, kindness and\nunderstanding will be needed from everyone. It is likely to be most difficult\nfor the children entering their second year as the change will be quite\ndramatic for them.<\/p>\n\n\n\n<p>The DOES have suggested that all emphasis\nshould be on Literacy, Numeracy, PE and SPHE for the first term of the school\nyear.<\/p>\n\n\n\n<p>Because we will be preparing for shut down\nfrom the day we open, and we could lose children and staff to self-isolation at\nany time, we will be working on as much blended learning as possible so that\nthe children can continue on easily at home.<\/p>\n\n\n\n<p>Literacy\/Numeracy<\/p>\n\n\n\n<p>Some of the children will need to be tested\nin Literacy as there was some turnover of children over the summer and we do\nnot have a starting literacy level for some of the new children. There is a\npossibility that there will be more of a discrepancy than normal in the\nliteracy levels of the children in each class. Children will not be regrouped\nfor Maths this year.<\/p>\n\n\n\n<p>Shared textbooks will need to be wiped with\nantiseptic wipes after use. Any concrete maths materials that are used will\nneed to be sanitised after use.<\/p>\n\n\n\n<p>We will explore the use of Bug Club for\nstructured reading in school and at home.<\/p>\n\n\n\n<p>We will explore an online Maths learning\nprogramme that the children can continue on with when\/if we shut down again.<\/p>\n\n\n\n<p>SPHE<\/p>\n\n\n\n<p>Anxiety could be a very large issue in the\nchildren so it is envisaged that there will be a lot of work needed with the\nchildren on this. The introduction of all the protocols including regular\nhandwashing, lining up and limited social interaction in the classes will take\nan enormous amount of time.<\/p>\n\n\n\n<p>There are lovely materials available through\nNEPS \u201cReturning to School after Covid 19 Closure\u201d.<\/p>\n\n\n\n<p>PE<\/p>\n\n\n\n<p>Children are encouraged to be out in the air\nas often as possible, especially in the better months of the term. The school\ngarden needs loads of work! Loads of exercise (in each individual Bubble, will\nbe wonderful)<\/p>\n\n\n\n<p>Children will not go swimming for the\nforeseeable future. Mini Movers will be cancelled. We will explore this later\nin the year.<\/p>\n\n\n\n<p>Homework<\/p>\n\n\n\n<p>It is envisaged that there will be no\nhomework for at least the first month. This is because the children will not be\nencouraged to bring anything (other than a lunchbox and a coat) between school\nand home.<\/p>\n\n\n\n<p>Notes will not be sent home, homework\njournals will not be used and parents will be communicated with by e mail.<\/p>\n\n\n\n<p>Art\n<\/p>\n\n\n\n<p>Where\npossible pupils will be encouraged to have their own individual art and\nequipment supplies.<\/p>\n\n\n\n<p>Other\nactivities<\/p>\n\n\n\n<p>For\nthe moment there should be no group art projects, no cooking or activities that\ninvolve the children working closely together. Children cannot share equipment\nin the classroom for the start of the school year until we get a tight system\nin place.<\/p>\n\n\n\n<p>There will be no physical assembly of the\nchildren and staff but the idea of a virtual assembly will be explored.<\/p>\n\n\n\n<p><strong>Photocopying<\/strong>.\n<\/p>\n\n\n\n<p>Any staff member who\nuses the photocopier should clean it down after use with the wipes provided.\nOnly one person at a time in the photocopying room.<\/p>\n\n\n\n<p><strong>Laptops<\/strong><\/p>\n\n\n\n<p>There should not be used at the start of the year but we will consider\nsafety around them, and their eventual use, later in the term.<\/p>\n\n\n\n<p><strong>Substitute\nTeachers\/SNAs<\/strong><\/p>\n\n\n\n<p>A\ncopy of the Covid-19 Response Plan will be provided to each substitute\nteacher\/SNA. Substitutes will be required to complete a Return to the Workplace\nform before they enter a classroom and will be asked to confirm that they have\nengaged in online Induction training.<\/p>\n\n\n\n<p>A\nlist of available substitutes has been created. These will all need to be garda\nvetted.<\/p>\n\n\n\n<p>All\nSNAs will be replaced for all absences.<\/p>\n\n\n\n<p>The\nDeputy Principal is allowed 16 release days. These are substitutable.<\/p>\n\n\n\n<p><strong>Physical Education and\nP.E. Equipment <\/strong><\/p>\n\n\n\n<p>Physical\nEducation lessons will take place outside when the weather allows. The hall\ncannot be used.<\/p>\n\n\n\n<p>Staff\nmembers and pupils may take additional breaks outside during the school day.<\/p>\n\n\n\n<p><strong>Exiting the school<\/strong><\/p>\n\n\n\n<p>This\nwill be entry to the school in reverse. Children will be brought to their line\nand supervised by their teacher. They will slowly be released out the gate\n(both sides will be open)<\/p>\n\n\n\n<p>Since\nthis will be a slower process than normal, pupils will gather in their lines\nfrom 2.30 and will be released over a period of time. We may even have to start\na bit earlier for the first few days but when we get it going it will be\nfaster.<strong> <\/strong><\/p>\n\n\n\n<p>All staff will be asked to fully vacate the\nbuilding by 3.30pm to facilitate full ventilation and cleaning of the building.\nThis will be recorded by the Covid team.<\/p>\n\n\n\n<p>Cleaners will not start enter to start work\nuntil staff are gone home. This is because the cleaning staff may have been in\nother work environments before coming to the school.<\/p>\n\n\n\n<p><strong>Staff\n(some general points)<\/strong><\/p>\n\n\n\n<p>Because our children come from a wide\ncatchment area and a lot travel to school on school transport, school staff\nwill be required to wear a mask and an optional visor.<\/p>\n\n\n\n<p>Online training videos have been sent to\nstaff. These are mandatory viewing.<\/p>\n\n\n\n<p>The staffroom and hall will be available to\nstaff but no more than 4 can be seated at any one time. Remember that a\ndistance of 2 meters is recommended for adults. The tables will be turned\nsideways so someone can sit at each end.<\/p>\n\n\n\n<p>Anyone that wants a kettle for their room is\nurged to buy one and the cost will be refunded by the Board of Management. <\/p>\n\n\n\n<p>No one will be allowed to use the crockery or\ncutlery in the staffroom (for the moment) as all staff must provide their own\nand bring them home to be cleaned.<\/p>\n\n\n\n<p>The dishwasher will not be in use.<\/p>\n\n\n\n<p>Staff CANNOT visit each other\u2019s classrooms at\nany time for any reason.<\/p>\n\n\n\n<p>All staff will be offered the flu vaccine.<\/p>\n\n\n\n<p>A box of basic PPE and other equipment will\nbe provided for staff before school starts.<\/p>\n\n\n\n<p>Staff will be asked NOT to bring home any\nschool material with them, that included children\u2019s work.<\/p>\n\n\n\n<p>It will be suggested that, if possible, staff\nhave a type of \u201cuniform\u201d for the school day and to change straight after\narriving home.<\/p>\n\n\n\n<p>Staff should maintain a distance of 2 meters\nat all times especially when arriving at and leaving work.<\/p>\n\n\n\n<p>Gloves are available for staff but should be\nused carefully and should never be a substitute for hand washing.<\/p>\n\n\n\n<h1 class=\"wp-block-heading\">Staff Responsibilities<\/h1>\n\n\n\n<p>Staff\nhave a statutory obligation to take reasonable care for their own health and\nsafety and that of their colleagues and other parties. The cooperation and\nassistance of all staff is essential to reduce the risk of spread of COVID-19\nand to protect health and safety as far as possible within the school. All\nstaff have a key role to play. In this regard and in order to facilitate a safe\nreturn to work, these duties include, but are not limited to, the following:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Adhere to the School COVID-19 Response\nPlan and the control measures<\/li><\/ul>\n\n\n\n<p>outlined.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Complete the RTW form before they return to\nwork.<ul><li>Must\ninform the principal\nif there are any other circumstances relating\nto COVID19, not included in\nthe form, which may need to be disclosed to facilitate their safe return to the workplace.<\/li><\/ul><ul><li>Must complete COVID-19 Induction\nTraining and any other training required prior to their return to school.<\/li><\/ul><ul><li>Must be aware of, and adhere to, good hygiene\nand respiratory etiquette practices.<\/li><\/ul><ul><li>Coordinate and work with their\ncolleagues to ensure that physical distancing is maintained.<\/li><\/ul><ul><li>Make themselves aware of the symptoms of\nCOVID-19 and monitor their own wellbeing.<\/li><\/ul><ul><li>Self-isolate at home and contact their GP promptly\nfor further advice if they display\nany symptoms of COVID-19.<\/li><\/ul><ul><li>Not return to or attend school if they\nhave symptoms of COVID-19 under any circumstances.<\/li><\/ul><ul><li>If they develop any symptoms of COVID-19\nwhilst within the school facility, they\nwill adhere to the procedure outlined above.<\/li><\/ul><ul><li><strong>Please\nnote:<\/strong><br>\n\u00b7\nAfter entering the school, a person must use the hand sanitiser placed at<br>\nthe front door.<br>\n\u00b7 On\nleaving the building, staff must use wipes to wipe down the handle and are to\nuse elbows to push open and close the door.<br>\n\u00b7\nUsed wipes to be placed in a special bin inside the door.<br>\n\u00b7 All\nstaff must adhere to social distancing rules- keep a space of 2 metres (6.5\nfeet) between you and other people.<br>\n\u00b7 If\nreturning equipment to a staff member said equipment should be wiped down\nbefore handover.<br>\n\u00b7\nStaff are advised to remain in their own rooms to carry out any work they wish\nto. Movement throughout the school is to be kept to a minimum.<br>\n\u00b7\nDoors are to remain open at all times so that you do not touch door handles.\nWindows should also be opened to allow ventilation.<br>\n\u00b7\nOnly four staff are allowed in the staffroom at any one time.<br>\n\u00b7\nWhile in the staffroom staff should use their own cup and cutlery. They<br>\nare to bring these home to wahs<br>\n\u00b7\nStaff are to use hand sanitisers before using any equipment or touching<br>\nany handles etc.<br>\n\u00b7\nStaff are to wipe down their eating area with sanitiser.<br>\n\u00b7\nStaff must maintain the two meter distance if you are queueing up to use the\nhot water\/fridge or microwave etc.<br>\n\u00b7\nMaintain distance if using the photocopier. Each person must wipe it down<br>\nwith sanitiser after using.<br>\nAs part of social distancing there is a \u2018no handshaking policy\u2019<br>\n\u00b7\navoid touching your eyes, nose and mouth \u2013 if you touch your eyes, nose<br>\nor mouth with your contaminated hands, you can transfer the virus from the surface.\n<\/li><\/ul><\/li><\/ul>\n\n\n\n<p><strong>Meetings<\/strong><\/p>\n\n\n\n<p>All large meetings will take place remotely\nbut some smaller meetings (among staff) may be facilitatedin the school. <\/p>\n\n\n\n<h1 class=\"wp-block-heading\">All meetings with people other than staff\nwill be done remotely for the moment.<\/h1>\n\n\n\n<h1 class=\"wp-block-heading\">Children will not travel through the school\nfor any reason other than going in and out and going to the toilet.<\/h1>\n\n\n\n<h1 class=\"wp-block-heading\">Parents will be encouraged to e mail\nJanette with queries rather than clogging up the phone.<\/h1>\n\n\n\n<h1 class=\"wp-block-heading\">Signage<\/h1>\n\n\n\n<p>St\nOliver Plunkett NS will display signage, ordered specifically, with age\nappropriate key health messages outlining the signs and symptoms of COVID- 19\nand to support good hand and respiratory hygiene.<\/p>\n\n\n\n<p>St\nOliver Plunkett NS will display the posters in prominent areas such as offices,\ncorridors, staffroom area, classrooms and toilets.<\/p>\n\n\n\n<h1 class=\"wp-block-heading\">Health and Safety Risk Assessment<\/h1>\n\n\n\n<h3 class=\"wp-block-heading\">COVID-19 represents a hazard in the context of\nhealth and safety in the school environment.&nbsp;\nMembers of the Board of St Oliver Plunkett NS will conduct a full risk\nassessment before the school opens and any necessary changes will be made\nbefore August 31st. <\/h3>\n\n\n\n<h3 class=\"wp-block-heading\">First Aid\/Emergency\nProcedure<\/h3>\n\n\n\n<h1 class=\"wp-block-heading\">The standard First Aid\/emergency procedure shall continue to apply in\nschools. Physical distancing may be very difficult to maintain at this time so\ngoggles and aprons have been purchased to ensure safety. These can be used by\nstaff at any time. <\/h1>\n\n\n\n<h1 class=\"wp-block-heading\">First aid supplies will be\nredistributed so that there is a small supply in each room and each individual\nteacher\/SNA is responsible for their own Bubble. This will limit possible cross\ncontamination.<\/h1>\n\n\n\n<h1 class=\"wp-block-heading\">Control Measures &#8211; To prevent\nIntroduction and Spread of COVID-19 in Schools<\/h1>\n\n\n\n<h1 class=\"wp-block-heading\">Access to School\/Contact Log and Communication<\/h1>\n\n\n\n<p>Access\nto the school building will be in line with agreed school procedures.<\/p>\n\n\n\n<p>Visitors\nwill be restricted to essential purposes only and will be limited to those who\nhave obtained prior approval from the principal or deputy principal.<\/p>\n\n\n\n<p>The\nDepartment of Education Inspectorate may also need to visit schools to support\nthem as appropriate in the implementation of public health advice relating to\ncreating a safe learning and working environment <\/p>\n\n\n\n<h1 class=\"wp-block-heading\">The prompt identification and isolation of potentially infectious\nindividuals is a crucial step in restricting the spread of the virus and\nprotecting the health and safety of the individuals themselves and other staff,\ncontractors and visitors at the workplace. A detailed sign in\/sign out log of\nthose entering the school facilities will be maintained. The school will\nmaintain a log of staff and pupil contacts. This is a vital step in the control\nof the virus.<\/h1>\n\n\n\n<h4 class=\"wp-block-heading\">One of the key\nmessages to manage the risks of COVID-19 is to do everything practical to avoid\nthe introduction of COVID-19 into the school. If infection is not introduced it\ncannot be spread. The risk of spreading the infection once introduced exists in\nall interpersonal interactions; student-student, teacher-teacher and\nteacher-student and must be managed in all settings for all. <\/h4>\n\n\n\n<h4 class=\"wp-block-heading\">How to Minimise the Risk of Introduction of COVID-19 into\nSchools:<\/h4>\n\n\n\n<ul class=\"wp-block-list\"><li>Probably the most important point is\nthat staff will now have a responsibility to behave in accordance with the\nnational regulations while not in work. Any setting that is deemed to be unsafe\ncarries a risk of infecting an entire school community.<\/li><li>Staff and pupils that have symptoms must\nnot attend school, must phone their doctor and to follow HSE guidance on self-isolation.<ul><li>Staff and pupils must not attend school\nif they have been identified by the HSE as a contact for person with COVID-19\nand must follow the HSE advice on restriction of movement;<\/li><\/ul><ul><li>A child who has allergies,\nor a condition with symptoms that may be similar to Covid 19, will have to have\na doctor\u2019s note explaining these symptoms and advice on how to recognise the\nsymptoms of Covid 19 should they arise.<\/li><\/ul><ul><li>Staff and pupils that develop symptoms\nat school must bring this to the attention of a member of the Covid team\nimmediately.<\/li><\/ul><ul><li>A protocol for managing a suspected case\nof COVID-19 in in place for the school. Put simply, a child will be escorted to\nthe isolation room (library) and will be collected as soon as possible. Staff\nwill contact their doctor and isolate themselves in the school immediately.<\/li><\/ul><ul><li>Everyone entering the school building\nneeds to perform hand hygiene with a hand sanitizer.\nThey will then be encouraged to sanitise before leaving.<\/li><\/ul><ul><li>Staff are requested NOT to leave the\nschool during the school day for any reason other than an emergency.<\/li><\/ul><ul><li>Visitors to the school during the day\nwill be by prior arrangement and will be received at a specific contact point;<\/li><\/ul><ul><li>Physical distancing (of 2m) will be\nmaintained between staff and visitors where\npossible.<\/li><\/ul><ul><li>There will be no volunteers, work\nplacements, visiting sports coaches, music teachers, school trips, visiting\nauthors or other visitors until further notice. We will however, explore the\nreintroduction of as many of these vital parts of school life as soon as\npossible. So much will depend on the success of our initial procedures and, of\ncourse, the evolving nationwide picture.<\/li><\/ul><ul><li>Make sure you, and the people around\nyou, follow good respiratory hygiene. Children will need to be taught this\nclearly and explicitly. This means covering your mouth and nose with a tissue\nor your bent elbow when you cough or sneeze. Then dispose of the used tissue\nimmediately and safely into a nearby bin.<\/li><\/ul><ul><li>Staff and pupils will understand why\nhand hygiene is important as well as when and how to wash their hands. The\nschool will promote good hygiene and display posters throughout the schools on\nhow to wash your hands. The following should be explicitly taught to the\nchildren.&nbsp; <a href=\"https:\/\/www2.hse.ie\/wellbeing\/how-to-wash-your-hands.html\">https:\/\/www2.hse.ie\/wellbeing\/how-to-wash-your-hands.html<\/a><\/li><\/ul><\/li><\/ul>\n\n\n\n<h1 class=\"wp-block-heading\">\u00b7&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;\nStaff will need to Know the\nSymptoms of COVID-19 and children\nwill need to be taught them. They are<\/h1>\n\n\n\n<ul class=\"wp-block-list\"><li>High temperature<\/li><li>Cough<\/li><li>Shortness\nof breath or breathing difficulties<\/li><li>Loss\nof smell, of taste or distortion of taste\n<\/li><\/ul>\n\n\n\n<h1 class=\"wp-block-heading\">Hygiene and Cleaning in Schools<\/h1>\n\n\n\n<p>The\nschool will be cleaned for 3 hours every day. Cleaning will be focus on the\nsanitation of frequently touched surfaces \u2013 door handles, hand rails,\nchairs\/arm rests, communal eating areas, sink and toilet facilities.<\/p>\n\n\n\n<p>All\nstaff will have access to cleaning products and will be required to maintain\ncleanliness of their own personal work area. These cleaning products and PPE\nwill be stored in the Principal\u2019s office.<\/p>\n\n\n\n<p>Staff\nwill be required to thoroughly clean and disinfect their work area before and\nafter use each day.<\/p>\n\n\n\n<p>A\nhygiene committee, with a child from each class, will be formed.<\/p>\n\n\n\n<p>Children\nwill need to be shown how to clean their own desk area every day. They will\nalso need to learn to sweep up as all the official cleaning time will be\nfocused on disinfecting and sterilization of common areas.<\/p>\n\n\n\n<p>The \u201cdirty\u201d bins will be covered bins and\nwill be emptied every day. Recycling bins will be treated as\nnormal.<\/p>\n\n\n\n<h1 class=\"wp-block-heading\">&nbsp;<\/h1>\n\n\n\n<h1 class=\"wp-block-heading\">&nbsp;<\/h1>\n\n\n\n<h1 class=\"wp-block-heading\">Dealing\nwith a Suspected Case of COVID-19<\/h1>\n\n\n\n<p>Staff\nor pupils will not attend school if displaying any symptoms of COVID-19. The\nfollowing outlines how a school will deal with a suspected case that may arise\nin a school setting.<\/p>\n\n\n\n<p>The\ndesignated isolation area is the school library in the school building If a\nstaff member\/pupil displays symptoms of COVID-19 while at school the following\nare the procedures to be implemented<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>If the person with the suspected case is\na pupil, the parents\/guardians will be contacted immediately.<\/li><li>Parents will have given a written\nassurance that an adult will be available to collect their child immediately. <\/li><li>A procedure will be in place to\naccompany the individual to the designated isolation area via the isolation\nroute, keeping at least 2m away from the symptomatic person and also making\nsure that others maintain a distance of at least 2m from the symptomatic person\nat all times. Once the parent arrives to the gate the child will be escorted to\nthe gate to be brought home. They will exit by their usual route.<\/li><li>Nobody will stay in the isolation with\nthe person who is deemed to be at risk.<\/li><li>If it is not possible to maintain a\ndistance of 2m a staff member caring for a pupil will wear a face covering or\nmask\/goggles and an apron. <\/li><li>A mask will be provided for the person\npresenting with symptoms. He\/she will wear the mask at all times.<\/li><li>No medical decisions will be made by\nstaff. Symptoms means that the HSE will be contacted, the individual will be\nisolated and will exit the building as soon as possible.<\/li><li>Parents will be informed that there will\nhave to be someone available to come and collect their child as soon as they\nare notified.<\/li><li>The individual will avoid touching\npeople, surfaces and objects. Advice will be given to the person presenting\nwith symptoms to cover their mouth and nose with the disposable tissue provided\nwhen they cough or sneeze and put the tissue in the waste bag provided.<\/li><li>Public transport of any kind will not be\nused;<\/li><li>If they are too unwell to go home or\nadvice is required, contact 999 or 112 and inform them that the sick person is\na Covid-19 suspect.<\/li><li>Careful records will need to be kept of\neach isolation incident.<\/li><li>The HSE will inform any staff\/parents\nwho have come into close contact with a diagnosed case via the contact tracing\nprocess. The HSE will contact all relevant persons where a diagnosis of\nCOVID-19 is made. The instructions of the HSE will be followed and staff and\npupil confidentiality is essential at all times.<\/li><li>Cleaning\/Disinfecting rooms where a\npupil\/staff member with suspected COVID- 19 was present. The room will be\ncleaned as soon as practicably possible. Once the room is vacated the room will\nnot be reused until it has been thoroughly cleaned and disinfected and all\nsurfaces are dry.<\/li><\/ul>\n\n\n\n<h1 class=\"wp-block-heading\">&nbsp;<\/h1>\n\n\n\n<h1 class=\"wp-block-heading\">Special Educational Needs<\/h1>\n\n\n\n<h3 class=\"wp-block-heading\">Additional considerations for\nthose with Special Educational Needs that are relevant to our cohort of\nchildren.<\/h3>\n\n\n\n<ul class=\"wp-block-list\"><li>The focus will be on emphasising that\nparents\/guardians who notice signs, symptoms or changes which suggests\nillness\/COVID-19 infection and where symptoms are present, their children will\nnot attend school. <\/li><li>Children who are unable to wash their\nhands by themselves will be assisted to clean their hands using soap and water\nor a hand sanitizer (if their hands are visibly clean) as outlined previously.<\/li><\/ul>\n\n\n\n<h1 class=\"wp-block-heading\">COVID-19 related Absence Management<\/h1>\n\n\n\n<p>The\nmanagement of a COVID-19 related absence will be managed in line with agreed\nprocedures with the Department of Education. All absences will be entered on\nthe OLCS system<\/p>\n\n\n\n<p>Substitute cover will be provided for 1 EPV\nday to be taken in the first term. No decision has been made about the other 2\ndays. It is generally agreed that no more than 3 days will be possible this\nyear. There is also a suggestion that those who have 5 days can carry 2 over\ninto 21\/22.<\/p>\n\n\n\n<h1 class=\"wp-block-heading\">Employee Assistance and Wellbeing Programme<\/h1>\n\n\n\n<p>The\nDepartment recognises the need for school staff wellbeing and collective self-\ncare. Support for school staff wellbeing will be provided by Department Support\nServices including the PDST and CSL, as well as by the HSE\u2019s Health Promotion\nTeam. An <a href=\"https:\/\/www.education.ie\/en\/Education-Staff\/Information\/Occupational-Health-Strategy\/\">Occupational Health Strategy <\/a>is in place as a supportive resource for staff\nin schools. The aim of the Occupational Health\nStrategy is to promote the health and wellbeing of employees in the workplace,\nwith a strong focus on prevention. The Occupational Health Strategy comprises\nthe Employee Assistance Service and the Occupational Health Service. The Employee Assistance Service (EAS) is provided by Spectrum\nLife under the logo of <em>\u2018Wellbeing\nTogether: Foll\u00e1inne Le Ch\u00e9ile\u2019.<\/em><\/p>\n\n\n\n<p>As\npart of the services provided by\nSpectrum Life a Mental Health Promotion Manager is available to develop and\ndeliver evidence based mental health and wellbeing initiatives to reduce stigma\nand improve mental health literacy and to increase engagement with the service.\nThey will also be providing a series of webinars and presentations to promote\nstaff wellbeing in schools as schools reopen and during the upcoming school year.<\/p>\n\n\n\n<p><strong>APPENDIX 1<\/strong><\/p>\n\n\n\n<p><strong>Lead\nWorker Representative <\/strong><\/p>\n\n\n\n<p>The COVID-19 Return to\nWork Safely Protocol provides for the appointment of a Lead Worker\nRepresentative (LWR) in each workplace. The LWR will work in collaboration with\nthe employer to assist in the implementation of measures to prevent the spread\nof COVID -19 and monitor adherence to those measures and to be involved in\ncommunicating the health advice around COVID-19 in the workplace. <\/p>\n\n\n\n<p>The purpose of this\nsection is to set out the provisions in respect of the LWR in schools. The\noperation of these arrangements will be kept under review by the parties. <\/p>\n\n\n\n<p>This document should be\nread in conjunction with: <\/p>\n\n\n\n<p>\uf0b7\nthe COVID-19 Return to Work Safely Protocol; <\/p>\n\n\n\n<p>\uf0b7\nthe Guidance and FAQs for Public Service Employers during COVID-19; <\/p>\n\n\n\n<p>\uf0b7 COVID-19 Response\nPlan for Primary and Special Schools (available on the Department of Education\nwebsite). <\/p>\n\n\n\n<p>Collaborative Approach <\/p>\n\n\n\n<p>Responsibility for the\ndevelopment and implementation of the COVID-19 Response Plan and the associated\ncontrol measures lies primarily with the Board of Management\/ Education and\nTraining Board and school management. <\/p>\n\n\n\n<p>Strong communication\nand a shared collaborative approach is key to protecting against the spread of\nCOVID-19 in schools, and looking after the health, safety and wellbeing of\nstaff and students. In this\nregard, if a teacher is selected for the role of LWR, then the Deputy LWR\/\nAssistant LWR should be selected from the non-teaching staff where feasible and\nvice versa. <\/p>\n\n\n\n<p>The\nprocess for the selection and appointment of the LWR\/ Deputy LWR\/ Assistant LWR\nas appropriate should be arrived at by consultation and consensus at school\nlevel, through the seeking of volunteers to act in that capacity. Staff should be informed of the outcome. <\/p>\n\n\n\n<p>If\nagreement cannot be reached, the LWR may notify the Board of Management\n(Chairperson of the BoM in the first instance)\/ Education and Training Board\nhead office of the issue.
